I. Basic Project Information

3. Job Positions and Number of Hires: Two mid-level managers
4. Core Service Offering: Provide end-to-end professional services for the written and interview stages of the recruitment process for the aforementioned positions, ensuring that recruitment is conducted in a fair, impartial, and efficient manner.
II. Scope of Services and Requirements
(1) Written Examination-Related Services
1. Test Development Services: Based on the core competency requirements of each position, we design specialized written examination questions that cover knowledge domains, managerial competencies, and professional attributes. Each position is assigned a unique set of questions, which are compiled into individual test papers complete with detailed answer explanations, ensuring the tests’ professionalism, confidentiality, and discriminative power.
2. Examination Paper Matters: Responsible for printing and securely sealing the examination papers, providing standardized answer sheets, and assigning dedicated personnel to oversee the transportation of the papers, ensuring their safety throughout the entire process.
3. Examination Administration: Develop the written examination implementation procedures, assign qualified proctors, and oversee all aspects of examination administration, including exam venue setup, candidate guidance, and disciplinary oversight.
4. Examination Grading: Establish a standardized grading procedure, assign qualified professionals to conduct the grading, compile the written examination scores, and prepare a detailed score analysis report.
(II) Interview-related Services
1. Program Design: Based on the characteristics of the position, develop a structured interview plan that clearly defines the assessment dimensions, scoring criteria, and procedural arrangements.
2. Assessment Services: Develop tailored interview questions that cover core competency areas such as strategic planning, team management, problem-solving, and emergency response.
3. Examination Administration: Provide at least three industry‑expert examiners, along with dedicated on‑site scorers and off‑site coordinators.
4. Process Implementation: Responsible for arranging the interview venue, managing the interview procedure, timing and scoring, and maintaining comprehensive records throughout the process, ensuring that the interview is conducted in a standardized and orderly manner.
5. Results Compilation: Aggregate interview scores to produce a comprehensive evaluation report for each candidate, providing a basis for our hiring decision.
(3) General Requirements
1. All service stages must strictly adhere to the confidentiality agreement and may not disclose examination questions, candidate information, or assessment results. Any breach of confidentiality shall entail corresponding liability.
2. We provide timely service, advance all tasks according to the recruitment schedule we have agreed upon, and ensure seamless coordination between the written examination and interview stages.
3. The examiners and staff provided must possess the requisite qualifications and extensive experience, and be well-versed in the recruitment procedures and assessment criteria for mid-level management positions in state-owned enterprises.
III. Supplier Qualification Requirements
1. Possess independent legal person status and hold a valid business license or a registration certificate for social organizations, with a scope of business that includes talent recruitment, human resources assessment, and related services.
2. We have a professional recruitment services team, a robust quality assurance system, and a stringent confidentiality management framework. Throughout our past engagements, we have maintained an impeccable record of compliance, with no violations or breaches, and enjoy a strong reputation.
3. Possess the professional technical capabilities and resource reserves necessary to undertake this project, and be able to meet the service scope and requirements stipulated in this announcement.
IV. Deadline for Price Inquiry
The deadline for submitting inquiries is 5:00 p.m. on September 2, 2026. Bidders are required to place the quotation form, business license, and other paper documents—sealed in an archive folder with the official company seal—into another sealed envelope also bearing the official seal, and submit them to Room 310, Party Affairs Department, Anhui Mining Machinery & Electrical Equipment Co., Ltd. Submissions received after the deadline will not be accepted.
V. Bid Evaluation
1. Evaluation method: Lowest‑price method.
2. If the winning bidder withdraws from the contract, or if, after award, it is discovered that the winning bidder has engaged in fraudulent practices or otherwise fails to meet the required standards, the Company may, in accordance with the established order, designate another shortlisted candidate as the successful bidder or re-conduct the inquiry and price comparison process.
3. Regardless of the procedures and outcomes of this inquiry process, each responding entity shall bear all costs incurred in connection with this inquiry on its own.
VI. Payment of Service Fees
Within ten days of the signing of the bidding service agreement, the procuring entity shall pay 50% of the agreed contract price to the successful bidder; upon completion of all bidding service items and issuance of a special value-added tax invoice, the procuring entity shall remit the remaining 50% within ten days.
